Can allied health professionals receive an EPC referral without contributing to TCA (Item 723)?

As you are no doubt aware, to be entitled to EPC referrals patients must be managed under both GPMP (item 721) and the TCA (item 723). Together these are referred to as Enhanced Primary Care (EPC).
